What would be a realistic investment allowance towards starting three hives, from the position of ground zero with no practical experience?

Boxes and frames, say in the range of $25-30 per super depending on depth, and you'll want two brood chambers for each.  Veil, gloves, smoker, hive tool, etc. – price will depend on what you buy (quality, features, whether you want a full bee suit or will just use a hat and veil with your own coverall, etc.) but Country Fields Beekeeping Supplies in Upper Coverdale, NB, has a starter kit for about $200 that will kit you up and includes the necessary woodenware for your first hive.

Bees… it depends whether you can get splits from another beekeeper, capture a passing swarm, or buy from a breeder – and if you buy (recommended for beginners) whether you buy a nuc or a package. Prices are set in the spring to reflect the availability of bees and we don't know what it'll cost this year yet, but Country Fields had four frame nucs for $135.00 last spring, 2009 to give you an idea of price.
